Urgent Motion to the April Ordinary Plenary presented by the Municipal Group Win Totana IU on: "The City of Totana requires ADIF and the Ministry of Development to maintain the layout of the line of the AVE approved in 2010 and the current removal because it aggravates the damages on the municipality of Totana, unnecessarily and gratuitously and causes a serious destruction to individuals that does not make logical sense "
A few days ago, we learned that the Railway Infrastructure Administrator (ADIF), unilaterally modified the route of the AVE as it passed through the Municipality of Totana , "throwing into the trash" the previous one that was a loss to Totana, but much less than what they claim now, skipping the negotiations and modifications of 8 years ago.
Our Municipal Group has been and is very critical of the commitment of the Governments for the AVE to the detriment of the suburban trains (left by the hand of God) or the connections with Media Velocidad with areas such as Andalusia, Madrid or Valencia: it is the bet for a very expensive infrastructure, sprinkled by corruption, which destroy areas creating insurmountable walls to use a minority to the detriment of services that use millions of people every day in Spain.
In the case of Totana, the AVE only generates damages and headaches from the first day and we have been affirming it from Ganar Totana from the first moment .
But the height of blunders is that ADIF, unilaterally and with treachery, modify the Draft Project, to generate more chaos on a situation that was already complicated.
With the new layout, it destroys homes and areas such as Lebor, the Chaplaincy or the Lucks, are condemned to marginality, in addition to modify, without any logical sense, the location of the future Cercanías Station that will replace the current one.
All this added derision, with the "argument" of "raising the speed point as it passes through the municipal district of Totana ..." the height of nonsense: Raising a few kilometers of speed at the expense of the death of agricultural areas and homes of first residence.
We still think it is more serious that the municipal councilors Ganar Totana IU -representing residents and part of the Municipal Government-, had to learn about the new layout and "alleged meetings with ADIF", through the press or the denunciation of the opposition party .
It seems to us a lack of respect.
Not only did we share a Government with loyalty.
Also, and what is more serious, for the lack of transparency and information to the neighbors in general and directly affected in particular.
A very difficult attitude to understand and that someone should explain publicly.
We do not consider, from Ganar Totana IU, that we have to walk with "hot cloths" to who has "betrayed us", modifying a Draft Project without counting on us.
No "extension of deadlines for allegations" or half measures with the Ministry of Development or ADIF.
They must withdraw the current Project, as harmful and carried out without having the town of Totana or its representatives.
Therefore, we submit to the Plenary the following Proposal of Agreement:
The Plenary Session of the City Council of Totana requires ADIF and the Ministry of Development, the immediate withdrawal of the new Draft Project, leaving without effect its approval or publication in the BOE and press.
We demand to continue with the previous route that was less harmful for the public interests of the Municipality and the affected neighbors.
We warn ADIF and the Ministry of Development that we will not allow this "outrage" on our neighbors and their legitimate interests and that any new layout proposal must have the knowledge and approval of the City Council Plenary and the knowledge and approval of the residents of Totana
The Administrator of Railway Infrastructures, the Minister of Development, the President of the Government and the Parliamentary Groups will be informed of this Agreement.
