The Local Government Board has agreed to modify the basic and execution project for the rehabilitation of the "Ginés Rosa" Theater of the "La Cárcel" Sociocultural Center, referring to some actions that affect the electrical installation, the roof, the wall finish, the false ceiling and floor, air conditioning works and placement of the seats.In this way, the modified project for the rehabilitation of this cultural infrastructure drafted by the Municipal Architect has been approved.On May 14, 2019, the work commencement certificate was signed in accordance with the previously approved and tendered project, the construction company being the company "Pyco Proyectos Constructivos, SL".Given that the work involves the intervention in a pre-existing building, of varying age depending on the part in question, and that there was no prior reliable documentation about its construction process and characteristics, from the beginning of the work, actions and measures not contemplated in the project have had to be taken.In October of that year, an increase in the term of completion of the work (until November 30, 2019) was admitted, and the drafting of a modified project, which was estimated not to increase the original budget, motivated by the observed changes.In this way, it is indicated that it has not been necessary to disassemble the deck board, since it is in good condition; Therefore, it will not be necessary to dismantle the false ceiling structure, although the damaged plates will be replaced.In addition, the floor of the room, which was expected to be changed, is estimated to be in good condition, so it will be preserved, proceeding to the repair of specific faults, plastering, sanding and varnishing.The planned electrical installation undergoes a special modification, since a new connection will be made directly from outside, avoiding affecting the original La Cárcel building; This requires a substantial redesign of the planned installation.
It is necessary to include the expenses of the new installation in Industry, which had not been foreseen in the project.The carpet envisaged in the project has not been considered adequate and a functionally equivalent solution must be found; and it is considered advisable to review and repair, where appropriate, not included in the original project, of the air conditioning devices.Similarly, the wooden emergency door is in very bad condition and must be replaced, which was not planned either.Once the amount of the previously planned work, necessary to properly complete the work for the required function, has been economically evaluated, the cost will rise by 8.34% compared to the initial budget.The project budget amounted to 168,094.23 euros, which corresponded to a contract budget of 201,713.07 euros plus VAT; In the bidding process, a reduction of 21.84% was obtained, which left the contract budget awarded in the amount of 157,631.10 euros plus VAT.Once the amendment has been drafted, it amounts to 182,114.38 euros, and the contract budget would be 218,537.25 euros, which, applying the cancellation obtained in the award process, amounts to 170,778.45 euros.
