Totana has reiterated to the Governing Council of the Region of Murcia to assume the responsibility that corresponds to it to ensure the financial adequacy of the Local Entities of the regional territory, thus responding to a plenary agreement of last May.The municipal plenary session agreed that the regional government regulate, by law, the participation of the municipalities of the Region in the income of the regional administration, guaranteeing the distribution of resources in an equitable, objective and fair manner, in accordance with the services and competences that exercise the participation of the municipalities in the income of the Autonomous Community will be carried out through the creation of the Local Cooperation Funds.In addition, the Governing Council of the Region of Murcia has been urged to regulate the lines of a stable and lasting system for financing and, from institutional loyalty and local autonomy, contribute to guaranteeing the financial adequacy of local entities.The Local Entities are facing multiple challenges today such as establishing an optimal articulation with the other Public Administrations, a precise definition of their competences, the promotion of employment initiatives, the planning of programs and actions in the short and medium term.Multiple challenges within a context of increasing decentralization that must be accompanied by fair financing of Local Entities, since they assume a fundamental and decisive role in the day-to-day municipal management by assuming improper powers.This agreement was established because it is essential to clearly establish the principles and measures that, from the Autonomous Administration, reinforce local autonomy and help guarantee the financial adequacy enshrined in articles 137 and 142 of the Spanish Constitution.In the same sense, the European Charter of Local Autonomy, of October 15, 1985, ratified by Spain on January 20, 1988 is pronounced.
