Dear Friends.
In my previous open letter to the Processions Council, I expressed my opinion and disagreement about the agreement not to carry out the project of Museum of Holy Week in Totana.
On this occasion I have to state that the decision taken must be considered NULL for several reasons:
1.- The abstention of 2 members of the Cabildo has been considered as a negative vote and against the decision to carry out the project.
Abstention is an act performed by the voter in his freedom not to exercise his right to vote and abide by the majority.
Therefore, it cannot be added to the negative vote, as for all purposes has been made in the decision of the Cabildo.
In which case the minimum number of affirmative votes to reach 2/3, would be 10, which has been fulfilled in the vote.
2.- There has been no reciprocity of treatment between both options.
If 2/3 of the parties were to be obtained to obtain a positive result, 1/3 of the parties should be required in fairness to obtain the negative result.
If we consider that the number of members of the Cabildo is 17, 2/3 parts are 11.33 units, while 1/3 of the members are 5.66 units.
Therefore, the number needed for an affirmative decision is 12 votes in favor, and the number needed for a negative vote is 6 votes against.
None of the 2 options has been given, therefore the decision adopted by the Cabildo is NULL.
I ask the Cabildo again to take these appreciations into account, as well as the arguments I expressed in my previous letter.
We are facing a historic occasion in which overwhelmingly majority opinion is on the side of the project.
To the majority opinion of the cofrades and neighbors in general, the unanimity of the Corporation of the City council of Totana has been added, as well as the maximum competent authorities in the Regional Government.
Everyone agrees to provide Totana with one more equipment that dignifies and enhances our Holy Week and adds a new endowment to the cultural, social, tourist and economic life of our municipality.
I think it is time to enforce the general interests of our people over some particular opinions.
