Last Monday the Civil Platform "Now Totana" presented a motion in the city council "thinking of the most disadvantaged, with the firm intention of launching the creation of a municipal council that unite all the entities and associations of the so-called THIRD SECTOR, which are the ones in charge of assisting and orienting disadvantaged people, the majority of whom are below the poverty line, "according to social networks.
From the Platform they expect it to be fully implemented and approved.
The motion presented is as follows:
MOTION OF THE CIVIL PLATFORM “NOW TOTANA”, COMPONENT OF THE MIXED MUNICIPAL GROUP OF THIS CITY COUNCIL OF TOTANA, TO THE ORDINARY PLENARY OF THE MONTH OF SEPTEMBER 2019 ON THE CREATION OF A “SECTORAL COUNCIL OF ENTITIES OF THE THIRD SECTOR”
In accordance with the provisions of the Regulation of Organization, Operation and Legal Regime of Local Entities, the Civil Platform “Now Totana”, member of the Mixed Municipal Group of the City of Totana wishes to submit the following Motion to the Plenary for consideration.
STATEMENT OF MOTIVES
In our town, different organizations such as Caritas, Red Cross, Murcia Welcomes, El Candil, and some others, assist and guide disadvantaged people, most of which are below the poverty line.
These organizations of the so-called Third Sector, are those that economically do not belong to the private sector, which guide and direct their actions towards achieving economic benefits for their owners or shareholders.
But neither do they fit into the public sector of all agencies that depend on the state and are aimed at serving the citizens of the country.
It is their vocation of service and a very strong presence of volunteering that differentiates these organizations.
Mainly the entities of the Third Sector arise from the concern of the citizens, in which either due to commitments of a religious nature, or of a social type, in which companies are sometimes incorporated into fields of action in which they are interested, being the most Common to those related to action that seek to improve people's lives, with interventions in the social, educational, health, humanitarian, environmental and international cooperation sectors being more represented.
Other characteristics of these Third Sector entities are those that are organized institutionally, with a clear definition of structure, mission, objectives and budgets, the non-existence of profit motive, an absolute transparency in economic management that is usually made public through economic reports. and of activities, and being private entities, they have greater independence at the time of the development of their actions, not wanting to say that they cannot receive public support through grants, assignment of premises, etc.
In our city, when different entities act on the same group of people, it is possible that duplicities arise in the assistance, just as it is possible that some part of the population in need was left without attending.
With the coordination in the actions of all the entities involved, the optimization and specialization in the resources of each organization could be obtained as the main benefit, without explaining the advantages for the assisted population.
This proposal does not entail any type of economic measure for its creation, management, or for attending meetings, so it does not affect the Budget of Expenses of this City of Totana.
For all the above, The Civil Platform “Now Totana”, a member of the Mixed Municipal Group, presents the following proposal for agreements to the Plenary of the Totana Corporation for debate and approval:
FIRST: That under the chairmanship of the Department of Social Welfare, and with the coordination of the Municipal Social Services Technicians, a Municipal Council of entities acting on the Third Sector is established seeking the best organization and management of the resources available for Part of each entity.
SECOND: Urge the Department of Social Welfare, so that within 60 days, the entities involved are called to start meetings without delay.
THIRD: Appoint the legal representatives of each participating Entity, appointment of the Secretary of said Council, elaboration of the operating regulations, adopt agreement on the periodicity of the meetings, and any other aspects to be taken into account.
