The first document is the base proposal of Win Totana and from the second they were changed and / or adding points as discussed in the negotiations.
The third and last include agreements or proposals arising from the reduced meetings between two members of PSOE and two of Ganar Totana the last week of the negotiations, as reported by Ganar Totana
I - DRAFT AGREEMENT OF GOVERNMENT 2019-2023, BETWEEN THE GROUPS TO WIN TOTANA-LEFT UNITED AND SOCIALIST PARTY SPANISH WORKER (PSOE)
This agreement is signed with the intention of giving stability to the municipal government in the period 2019-2023, and must be ratified by the assemblies of both political parties.
A permanent commission of interpretation, development or modification of the present agreement is constituted, that will meet minimally of semiannual form.
The signatory political groups are recognized as sovereigns for the purposes of positioning and initiatives in matters not contemplated in this government agreement.
However, we will try, as far as possible, to unify criteria or positions in the municipal bodies where these decisions are adopted.
It is agreed to carry out a government program in the following points:
1) Correction of errors for the final approval of the PGMO in the maximum period of six months.
From the first moment, a political and technical work commission will be created, for possible modifications or adaptation of the text, once the plan is approved, with wide participation of the parties.
2) The signatory municipal groups, as a government, commit themselves to adopt the necessary measures, as well as compliance with the adjustment plans, with the aim of reducing the municipal debt, seeking ways of financing, stabilizing the economic and financial situation , and to claim before the autonomic institutions or of the State, aids to fund lost for that purpose, the increase of financing of the City council of Totana in the frame of a deep reform of the law, the assumption of improper competitions on the part of the Autonomous Community, finalist subsidies, and all measures aimed at alleviating the situation of financial asphyxia and that the municipality in a given period can meet its obligations in the provision of services, programs and investments that the municipality of Totana needs.
3) The government team undertakes to initiate negotiations with the Autonomous Community to convert the current building of the Technological Craft Center into a Museum, requesting the temporary exhibition of pieces from the Archaeological Site of "La Bastida", as well as ceramics and crafts totaneros and other exhibitions of interest
4) To the extent possible, efforts will be made not to increase municipal taxes, which go beyond what is reasonable or the increases in the CPI to consumption or service costs.
5) The government team is committed to guarantee the necessary studies to assess the remunicipalization of the privatized public services, guaranteeing that at no time will the control over the current municipal services be lost.
6) We are committed to transparent management, guaranteeing access to jobs in conditions of capacity, equality and merit and that the contracts for services and works have maximum transparency and publicity
7) The government team is committed to submit within six months, a plan of objectives to be achieved, which may be modified or updated depending on the circumstances
8) We commit ourselves to continue maintaining the containment in the expense, not to use the figure of trusted personnel, and to provide measures so that the municipal groups or councilors can fulfill with dignity their commitment or function, whether in the government or in the opposition
GOVERNMENT AREAS
On the part of the mayor's office, in a first phase, it will maintain the direct responsibilities of Personnel, Finance and Contracting.
The SPANISH OBRERO SOCIALIST PARTY group will assume the following areas:
-Economic Development, Promotion, Training, Employment, Business Incubator, Agriculture, Relations with the community of irrigators, Pedanías and neighborhood council, Livestock, Industry, Defender of the neighbor, Social Welfare, Health, Women's Area, Equality, LGTBI Rights, Education and Environmental Awareness, Children's schools and toy libraries, Consumption, Fairs and markets, Transportation and taxi, Language and music schools, Animal welfare and animal protection, Social promotion, Relations with NGOs, Environmental awareness, Libraries and study rooms
The group GANAR TOTANA-LEFT UNITED, for its part, will assume the following areas:
-Culture, Tourism, Archaeological sites, Historical heritage, Museums, Celebrations, Trade and crafts, Urban planning, Services and works, Infrastructures, Environment and activities, Youth and childhood, Citizen participation, Sports, Police, Civil Protection, Public safety and buildings Public, Traffic, PRA and accessibility, Seniors, Home help service, Disabled centers and early care
The presidency and majority in the administrative council of the municipal society CEDETO, will correspond to the Spanish Socialist Workers Party.
The presidency and majority in the board of directors of the municipal company PROINVITOSA, will correspond to Win Totana- Izquierda Unida
Government Board
The governing board will be appointed.
It will be composed by the Mayor, three members of Ganar Totana-IU and three members of the PSOE
The first mayoral office will correspond to the Spanish Socialist Workers Party.
The second and third tenure of mayor will correspond to Win Totana, the fourth to the PSOE, the fifth to Win Totana and the sixth to the PSOE
Finally, the number of full-time councilors will not exceed the number of 5, in addition to the mayor.

At the same time, a technical working group will be created between both groups to study possible alternatives for museum spaces that can be put into operation in the medium or long term.
4) To the extent possible, efforts will be made not to increase municipal taxes, which go beyond what is reasonable or the increases in the CPI to consumption or service costs.
5) The government team is committed to guaranteeing the necessary studies to assess the remunicipalization of privatized public services, guaranteeing that at no time will control over the current municipal services be lost.
A working group will be created between both parties to evaluate the different services provided by the City Council, in order to carry out efficient management.
6) We are committed to transparent management, guaranteeing access to jobs in conditions of capacity, equality and merit and that the contracts for services and works have maximum transparency and publicity.
7) The government team is committed to submit within six months, a plan of objectives to be achieved, which may be modified or updated depending on the circumstances.
8) Opening of the `House of the Nuns' as an ecotourism and sports hostel, making Sierra Espuña a dynamic element of tourism.
9) We will develop a plan to stimulate leisure for teenagers and young people by enabling activities and spaces such as `La Casa del Taibilla', located in La Calzona.
As well as a plan for comprehensive maintenance of the municipality and sports facilities.
10) We will make a deep plan of reordering the traffic in the municipality, prioritizing pedestrianized areas and a municipal plan on accessibility.
11) We will create a municipal ordinance for the use of unused lots to be used as urban gardens, green areas and recreational areas with recycled materials or dissuasive parking.
12) We will look for funding to cover the sports courts of CEIP Tierno Galván and Santiago.
13) We commit ourselves to continue maintaining the containment in the expense, not to use the figure of trusted personnel, and to provide measures so that the municipal groups or councilors can fulfill with dignity their commitment or function, whether in the government or in the opposition.

The second and third mayoral tenure will correspond to Win Totana, the fourth to the PSOE, the fifth to Win Totana and the sixth to the PSOE
3 Each Area will have the figure of the Chief of Service, who will coordinate the performance of the rest of the civil service to optimize human resources as much as possible and allow all departments to function normally and efficiently without the constant presence of the councilor.
4 Changes in the human resources assigned to each area will occur, as long as the needs are justified and accompanied by the pertinent objective technical reports.
Finally, the number of full-time councilors will not exceed 6, in addition to the Mayor.

2) The signatory municipal groups commit themselves to adopt the necessary measures, as well as compliance with the adjustment plans, with the aim of reducing the municipal debt, seeking ways of financing, stabilizing the economic and financial situation, and claiming autonomic or state institutions, non-refundable aid for that purpose, increased funding from the Totana City Council in the framework of a profound reform of the law, the assumption of improper powers by the Autonomous Community, finalist grants, and all the measures tending to alleviate the situation of financial asphyxia and that the city council in a determined term can face its obligations in the provision of services, programs and investments that the municipality of Totana needs.
3) The government team is committed to carrying out a study in the first 4 months of the legislature to look for an alternative museum space to the CTA.
If after that time has not been given another viable space, the proceedings will begin before the Autonomous Community to convert into a museum the current building of the Technological Center of Crafts, requesting the temporary exhibition of pieces of the Archaeological Site of "La Bastida", as well as ceramics and handicrafts totaneros and other exhibitions of interest.
