The Councillor for Citizen Participation, Juan Carrion, and the Defender of the Neighbor of Totana, Julia de la Peņa, announced the creation of the mediator for neighborhood disputes and the possibility of creating a representative body of neighborhoods, while presenting the conclusions of the bi-annual management report for the period 2007/08 in the municipal service provided to citizens of Totana in a completely altruistic, and where there have been a total of 23 cases.
The mayor explained that he is considering proceeding with the creation of these two figures, modify the Rules of Procedure Municipal Citizen Participation, in order to allow new channels of direct citizen participation with the City.
The report shows that the number of complaints filed with the Office of the Ombudsman Neighbor remains low, a fact that as noted by the council, "reflects the good management of the City, as the neighbor's ombudsperson acts only when administratively exhausted. "
Also, Julia de la Peņa noted the existence of a certain lack of procedures to follow to resolve neighborhood complaints because users do not know the procedure for making complaints and suggestions in the city of Totana and the possibilities it has.
Julia de la Peņa noted the difficulty that some cases present at the time of its resolution, especially the specifics of the municipal area of immigration and stressed that more has affected perhaps where the Office of the Ombudsman's neighbor when transferred to the suggestions of associations, groups and private citizens.
He also drew attention to the relationship with the councilors and that was at all times "cordial, friendly and cooperative" in the speeding up of the affairs "and said the work done by that office has focused in information, guidance and advice to facilitate the procedures to follow in solving problems.
During the years 2007 and 2008, the Office has intervened in total 23 cases, after exhausting administrative remedies for those affected, among which complaints raised by problems of coexistence and neighborhood conflicts.
Moreover, Julia Pena noted that where more has affected the Office of Ombudsman for Neighbor is to issue the suggestions made by associations, groups and private citizens for a better functioning of municipal services, which have already moved to the council responsible for the different areas.
Among the proposals in the report, asked the studio to make the street pedestrian Calvo Sotelo, given the existing traffic elderly and children visiting the park as well as painting crosswalks and study the feasibility of changing places some pedestrian crossings to improve pedestrian safety, in addition to painting the wall of the school "La Milagrosa" overlooking the promenade, among other things.
