STATEMENT OF THE ASSOCIATION OF ENTREPRENEURS UNDER CONSTRUCTION Guadalentín AEMC POLITICAL GROUPS TOTANA CITY COUNCIL
In the year 1997 (14 years), there is a need to amend in their entirety Totana Subsidiary Regulations in force since 1981 and shows the progress of the review of such subsidiary regulations.
Two years later, in 1999, was initially approved.
Before the amendment of the Land Law that eliminates the figure of the subsidiaries of the Planning Standards, these standards must be transformed to General Plan, so that in the year 2,002 initially approving the General Plan, and adapted to the new law.
After the elections in 2003 there is a political sign change in the Municipal Government leading to dispense Plan previously approved at the July 27, 2004, the company presents the progress of a new General Plan (now .)
After all these years, finally seems to have seen the light of final approval, has recently approved the Environmental Impact Statement (EIS), with a series of observations, that statement is fundamental to the Directorate General of Land and Housing issue resolution.
We are therefore in the final stages of planning a change that began 14 years ago.
During this time we have been living with two standards with technical and legal uncertainty that entails.
On behalf of the AEMC and in general the vast majority of employers and citizens of Totana, we understand that it is time to have a final rule and is the one in the final stage of approval, not on whether we can or can not be improved (probably yes), then there will be time to change whatever it takes time but being able to implement the remainder of the plan, remember that a General Plan is a living document with the possibility of subsequent amendments.
Therefore this association urge all political groups representing the popular will, that bring everything in their power to achieve the ultimate goal which is the final approval of the General Plan, putting the interest of society to the partisan personal.
On this basis we request the creation of a commission composed of the Partido Popular, the Spanish Socialist Workers Party and United Left next to Municipal Technical to provide the solution to the requirements from the Regional Directors have been raised, and can be pose to the final approval of the General Plan.
We request from the Local Government is urging the Regional Administration to communicate regularly to the City Council comments that emerge and that the technical committee formed to resolve and not wait for a final decision within several months, and that leads us to further delays.
We appeal to the responsibility of all political groups to support the end of this process, with the assurance that the company will appreciate that contribution.
