Raise a joint motion to support the Community of Irrigators for the concession of 700,000 m3 of reclaimed water from the WWTP

The three municipal groups and the council not attached to the City of Totana have raised a joint motion for discussion at the regular plenary session in June of institutional support to the Community of Irrigators of the Tajo-Segura de Totana Transfer for the concession of 700,000 cubic meters of reclaimed water coming from the sewage treatment plant (WWTP) of this municipality, for the reageable perimeter of the same.

This motion has been submitted at the request of a recent letter from the community of Irrigators of Totana, and in view of the need for the totanero Consistory to express itself firmly in this regard.

On April 4 was published in the BORM the request of the company "Agrofruits Levate SL" concession of 700,000 cubic meters of reclaimed water from the Totana WWTP for irrigation of several plots located in the municipality of Alhama de Murcia , whose request is framed according to what is established in article 104 of the Regulation of Hydraulic Public Domain.

The Community of Irrigators of Totana has been granted since 1984 the concession of these regenerated waters, having been enlarged the concessional volume by means of file CSR-13/2017, with a current volume of concession of 801.350 cubic meters for the irrigation of 340 hectares.

Since the date of commencement of the concession request in 1980, by means of notarial deed, the expansion of the concession volume has been requested twice: on both occasions it was denied, in the year 2000, when the facilities were moved to their location current, zone of the Hornico, and in the year 2004 it was requested again.

Before the publication in the BORM on April 4, this Community of Irrigators has begun the procedures for the realization of a project and request for this community of Totana the volume of 700,000 cubic meters.

According to the letter received from the Community of Irrigators, it is understood that the irrigators of Totana "have a better right to use the entire volume generated by the Totana WWTP, not only the current concession, but also the volume that is now intended to be as a new concession, and with this criterion all the documentation is being prepared to present it as a competition project, in accordance with the Law ".

The irrigators of Totana request, therefore, the support of the concession of said volume for the irrigable perimeter of this Irrigation Community and for its 4,500 irrigators, given the structural deficit that this community has with 6,975 hectares and with 1,798 cubic meters per hectare and year from the Transfer in the best of cases, with a real annual average of only 641 m3 / ha / year.

In the same document, and as stated in the joint motion, "in no way can this Community of Irrigators and their community members accept that the resources generated by the municipality of Totana and its neighbors are going to irrigate private properties outside our municipal area, and that said support be sent to the body that processes the file, the Hydrographic Confederation of Segura, at most on June 4, date of deadline for personification in said file CSR-77/2017 ".
