Arguing technical assessments of replacement of infrastructures and environmental criteria

Totana City Council will present before 11 May a unique claim to the project of the new route of the AVE as it passes through this municipality, arguing technical criteria of replacement and reconstruction of infrastructures and especially mediombientales, given that the Declaration of Impact Environmental (DIA) project dates from 2004.

This has been announced by the Town Planning Councilor, Carlos Ballester, who has estimated in more than 400 the attentions to the public that have been counted in his department by the municipal technicians during the period of public exposure that ended yesterday for the private owners of the plots in expropriation procedure.

The mayor of Urbanism has affirmed that Adif contemplates to expropriate a total of 394 properties in the municipality of Totana for the construction of the Mediterranean Corridor, so that there are more than 300 affected owners;

and explained that there are more than 300 affected by the new layout.

In addition, has specified that there are more than 200 allegations that have been presented from Totana, but has recognized that it is difficult to specify a figure taking into account the possibility of carrying them through telematic procedures outside the control of the Council itself.

In this regard, he said that the largest number of homes affected by the new route of the AVE affects the rural areas of Los Sifones and Camino Piezas Viejas, where they are safely accounted for in 14 homes of first residence, at that add more than 50 properties that are out of regulation or that will suffer a great environmental impact by noise and vibration to be a few meters from the railway platform.

The Town Planning Councilor has reiterated that the allegation of the City Council to the project of the new layout, which comes to replace the previous approved in 2012, will be based on technical deficiencies on the reconstruction of infrastructure and environmental criteria.

He also insisted that the City Council interprets, following technical reports, that the 2004 IAD is "expired," given that, as he explained, "the legislation states that there is a regulatory change since the issuance of the DIA or significant in the layout -as is the case-, it must adapt to the new norm and, in addition, be updated to the reality of the route included in the new project ".

Totana is the municipality where more farms are concentrated in the new rail stretch projected between Sangonera and Lorca, of 48.3 kilometers in length.

The Administrator of Railway Infrastructures (Adif) released on April 12 to public information, for expropriation purposes, the construction project of the AVE platform on the stretch Sangonera-Lorca.

The Official Bulletin of the Region (BORM) published that same day the announcement and the list of goods and properties affected by the works, communicating the opening of a period of 15 working days to formulate allegations or rectifications.

A total of 1,255 farms and plots will be expropriated in the five municipalities affected by the Mediterranean Corridor from Sangonera to Lorca, of which only 104 are municipal property.

By municipalities, Totana is the term that contributes the most: above half a million meters, which correspond to 394 farms.

In addition to these lands, others will be occupied - of smaller extension and of temporary form - to execute the works, as well as the rights of way.
